England is introducing a database of private rented properties. You will need to register yourself and each property you let, and upload three safety records. This is the list, free, with nothing to sign up for.

These have to be uploaded, not just declared. Having the certificate and being able to produce the file are different things — find them before registration opens, not on the day.
The dates follow where the property is, not where you live. A landlord in London with a flat in Birmingham works to the West Midlands dates. Registration costs £65 per property per year.

This is a list of what to have ready, gathered from the published roadmap and dated so you can check it. It is England only — Wales, Scotland and Northern Ireland have their own arrangements. The exact information the database will ask for is still being set in regulations, and the government has said it is still deciding what will be publicly visible. You register on the government service. We do not register anything for anybody, and nothing you tick here goes anywhere.
The personal and property details you can answer from memory. The gas record, the EICR and the EPC have to be found, and they have to be the current ones. That is the job worth starting now rather than in the week registration opens.
Saved certificates work out their own renewal dates and tell you before they lapse, and the app shows the same readiness list per property — what is present and what is missing. It gathers what the register asks for. It does not register your property.
